Pursuant to the provisions of the Regulation on Procurements of Goods, Services and Works (Official Gazette of the Federation of B&H No. 34/04) is issuing the following

Public Invitation for Bids
for the purpose of selecting the best bidders

Purpose of Invitation
The Purpose of the Public Invitation for Bids is to collect Bids in order to select the best bidders for the LOT's stated below:
LOT – 4 Equipment for field control of the measuring instruments for the gas pipelines;
LOT – 5 Pearson Detector – 1 piece;
LOT – 6 Automatic station for cathodic protection;
LOT – 7 Polyethylene-insulated pipes 16" x 6.35: 60 m;
LOT – 8 Flanged valve 4" ANSI 300: 2 pieces;
LOT – 9 Wraps for repair of pipes 16", operating pressure: 50 bar: 5 pieces;
LOT – 10 Portable natural gas detector: 2 pieces;
LOT - 11 Gauging of turbine flow meters for natural gas;
LOT – 12 Gauging of electronic correctors;
LOT – 13 Update of the Telemetry & Data Acquisition System;
LOT – 14 Measuring equipment: Turbine flow meters and electronic correctors for natural gas
LOT – 15 Spare parts for ENCAL
Each LOT will be independently evaluated and negotiated.
Bids to include all the items indicated in the Specifications. Bids not complying with the above mentioned will not be taken into consideration and will be rejected as incomplete.
Bidding Documents
The Bidding Documents are available at the office of BH-Gas at Hamdija Ćemerlić Str. 2, Sarajevo every working day (Monday – Friday) from 9.00 a.m. to 3.00 p.m. Foreign bidders may request the Bidding Documents by E-mail: technical@bh-gas.ba in the same period.
Right of Participation
Bidders registered in the Court for performance of the activities being the subject of this Public Invitation for Bids are entitled to participate in this Public Invitation for Bids. The entities pursuant to Article 35 of the Regulation on Procurements of Goods, Services and Works have no right to participate in this Public Invitation for Bids (Official Gazette of the Federation of B&H No. 34/04).
Bid Contents
1. Bid written on letterhead of Bidder (for all LOT's)
2. Name, exact address and phone number of Bidder (for all LOT's)
3. Certified copy of the Court Registration incl. all enclosures separately certified (for LOT's
No. 4,5,6,7,8,9 and 10)
4. Bank's confirmation of Bidder's solvency over the last six (6) months (for LOT's
No. 4,5,6,7,8,9 and 10)
5. Signature of the authorized person of a Bidder on a separate letter (for all LOT's)
6. Name and phone number of contact person (for all LOT's)
7. Other documents, which Bidder considers to be essential for supply of the goods and proposal as to possible additional activities respectively (for all LOT's)
8. Declaration to the effect that the price is fixed and unchangeable and Declaration by a bidder that he is familiar with the scope of supply (for all LOT's)
9. Prices (for all LOT's), in addition:
Total price to be fixed and unchangeable CIP Sarajevo (for LOT Nos.11, 12,13,14 and 15)
10. Payment terms (deferred payment and other facilities)(for LOT Nos.11, 12,13,14 and 15)
11. Reference List for the subject of the Public Bidding (for all LOT's)
12. Time of Delivery starting as of the signing of a contract (for LOT Nos. 4,5,6,7,8,9,10,13,14 and 15)
13. Time of gauging (for LOT Nos. 11 and 12)
14. Bid option (for all LOT's)
Note:
Bids submitted by lots by Bidders should contain all the requested data/documents mentioned under Bid Contents. All the requested data/documents should be marked separately, arranged and designated with ordinal numeral.
Bids not containing all the data/documents requested in Bid Contents will not be taken into consideration and will be rejected.

• After-warranty period maintenance and provision of spare parts and technical assistance for the given equipment
in compliance with the Internal Bid Evaluation Criteria Act prepared by the Commission being an integral part of the Bidding Documents.

• Time of delivery
in compliance with the Internal Bid Evaluation Criteria Act prepared by the Commission being an integral part of the Bidding Documents.

Special note
A bid offering the lowest price does not mean automatically the lowest evaluated bid.
Submission of Bids
The deadline for submission of bids is 8 days after publishing of the Public Invitation for Bids in the Official Gazette of the Federation of B&H.
Duly closed and sealed bids with the written address and phone number of the contact person of the Bidder indicating obligatory NUMBER and NAME of LOT for which a bid is submitted and marked «BID - DO NOT OPEN« are to be handed over directly or submitted by registered letter to the following address: BH-Gas d.o.o., Sarajevo, Hamdije Ćemerlića 2/I Sarajevo.
Any bid received after the deadline for submission of bids or incomplete bids or bids not complying with the terms and conditions of this Public Invitation for bids will not be taken into consideration.
Opening of Bids
Opening of Bids will take place as follows:
LOT Nos. 4,5 and 6 on 29 December 2004 at 12.00
LOT Nos. 7,8,9 and 10 on 28 December 2004 at 10.00 a.m.
LOT Nos. 11,12,13,14 and 15 on 28 December 2004 at 11.00 a.m.
One representative of a bidder may attend the opening of bids against presentation of the authorization of a bidder in writing.
The Commission for Opening and Evaluation of Bids appointed by the Director of the Company will select the best bid.
Should less than three (3) bidders submit their bids, the Public Invitation to Bid will be annulled.
Contract stipulating all the terms and conditions for supply of the individual lots will be concluded with the selected bidders.
Bidders will be notified in writing about the results of the Public Invitation for Bids.
Obligations and responsibilities of Bidders
Bidders concerned are obliged to submit their bids on original Bid Forms in a way and time indicated in the Public Invitation for Bids. In addition, when preparing bids, they are obliged to comply with terms and conditions indicated in this Public Invitation for Bids and the Bidding Documents. Bidders are responsible for accuracy, authenticity and credibility of the presented evidence and documents in their bids.
Bid Costs
BH-Gas, Sarajevo will in no case be responsible for those costs incurred by any bidder in the bidding process. BH-Gas reserves the right to accept any bid in whole or in part, or to reject any bid, to annul Invitation for Bids or to reject all bids at any time prior to the contract award without bearing any responsibility toward bidders, neither it is obliged to inform the bidders of the ground for such an action.
